Access Denied: Wait time in effect Problem

I get the following message --

Aborting the torrent as it was rejected by the tracker while not connected to any peers. Message from the tracker: access denied, wait time in effect

How do I bypass this?
and how does a tracker track persons??
thro IP address??

I wouldn't consider it a "problem" as it's how the tracker is configured to work, and you cannot simply bypass it. You most probably haven't uploaded enough or have a poor share ratio (haven't uploaded enough data in proportion to the amount you've downloaded), so all you need to do is upload more and the wait time for new torrents will be reduced or even removed altogether. See the trackers website for a list of their specific wait times vs share ratio and/or total upload amount (check their FAQ and/or Rules sections).

Trackers identify users by their IP address and sometimes also a passkey in the torrents announce URL.
